#673 | Muncie Flipped the Script! Who’s in Charge Here? | The Political Spotlight

Host Kristopher H. Bilbrey had to do it!

It's Friday night... which is supposed to be a night off, but it just couldn't wait until Sunday... so here he is for a special Friday Night episode! All because the City of Muncie, Indiana, is unlike any other government! At the last minute, they "flipped the script," and boy oh boy, is it a major flip!

Muncie Mayor Dan Ridenour is expected to be out for 6 to 8 weeks starting June 1, 2026. The prevailing account was that he would name Muncie City Councilor Jeff Green as the "acting" Mayor. Mayor Ridenour has said as much in interviews over the past few weeks.

Then, at the last minute earlier today (Friday, May 29, 2026), the City of Muncie announced that Muncie Redevelopment Commission Director Jeff Howe has been named "Deputy Mayor," a position that has been unfunded for the past couple of years.

Under Indiana Code 36-4-5-8, Mayor Ridenour has designated the newly named Deputy Mayor Howe to serve as "acting" Mayor starting at 12 a.m. on Monday, June 1, 2026, for 15 days.

What is supposed to happen after those 15 days, given that Ridenour could be absent for 6 to 8 weeks?

What happened to naming Councilor Jeff Green?

Why does the official paperwork show Howe was sworn in on Tuesday, May 5, 2026?

In this 664th episode of 'The Political Spotlight,' Host Kristopher H. Bilbrey covers four major issues affecting the citizens of Muncie and Delaware County.

First, Bilbrey focuses on tomorrow’s important public hearing, which will take place at the start of the Delaware County Commissioners meeting (9 a.m.). The hearing will address the proposed cumulative capital development fund tax. Citizens are strongly encouraged to attend and make their voices heard before another tax burden is imposed on the people of Delaware County.

For those wishing to attend, the Delaware County Commissioners' meeting and public hearing will be held Monday, May 18, 2026, at 9 a.m. in Room 309A on the 3rd floor of the Delaware County Building at 100 West Main Street, Muncie, Indiana 47305.

Next, Bilbrey delves into growing concerns about members of Muncie Mayor Dan Ridenour's administration, as well as what many citizens call unacceptable attitudes and poor treatment by city employees. Complaints continue to mount as more residents come forward, frustrated by how they are being treated by City Hall.

Bilbrey will also discuss the ongoing problems at Prairie Creek and why many citizens believe the situation reflects a serious failure of leadership and accountability by the mayor’s office. That said, the mayor's most ardent supporters somehow continue to see everything as a win and can't understand how others, not in control of the situation, could let things get so bad!

Finally, Bilbrey breaks down a major victory for government transparency. The Indiana Public Access Counselor has ruled in favor of TRANSPARENCY and 'The Political Spotlight' team after we filed an Open Door Law complaint against Muncie City Council members for their actions at the City Council meeting on Monday, October 6, 2025. The ruling found that the City Council violated Indiana’s Open Door Law.

Webb, a former At-Large Delaware County Councilor who served from January 1, 2021, through December 31, 2024, lost his bid for re-election by 68 votes in November 2024. He is now seeking re-election to the same Council as the Councilor for District 4, a seat currently held by Republican Jim Mochal. Mochal was appointed to the seat after the death of longtime District 4 Councilor Jane Lasater, who died while in office in April 2023.

Bilbrey and Webb discuss the campaign, Webb's thoughts on Delaware County's current state, and his plans for the county if he is re-elected.

Host Kristopher H. Bilbrey covers a lot in this 627th episode...

Starting in Henry County, Indiana, where Sheriff John M. Sproles officially announced his re-election campaign yesterday, Wednesday, March 25, 2026 — coincidentally on his wedding anniversary. Imagine that! He chose to announce it on his anniversary, even though his wife didn't want him to run again... but hey, what's one more slap in her face, right?

Sproles announced plans to speak directly to Henry County voters, unlike one of his opponents, Mr. Dandy-Randy "Tweedle-Dee" Howard the Coward. But not so fast — he also set several limits on who he would respond to and how he would respond. So, much like Howard the Coward, he’s trying to avoid real questions! Interesting!

He also made a very strange claim about Henry County being "in the best financial shape it's ever been in..." adding... "(per Councilman Shannon Thom)." What’s that all about? Bilbrey covers it all here!

Before wrapping up on Henry County politics, Bilbrey has a few final words about Randy "Tweedle-Dee" Howard's performance on the Mouthwash Talk Show on Tuesday.

Some time has passed since that trainwreck, and Bilbrey is ready to fully reflect on that mess.

Then, moving on to Madison County, Indiana, where the County Election Board met this morning, Thursday, March 26, 2026, at 10 a.m., to hear several complaints about their "bizarre clown of a candidate running for Sheriff," Jonathan Culp.

Bilbrey shares his thoughts about the meeting, which, as usual, was handled in the "Madison County Way," meaning no one in a "position of power" knew what they were doing; they really "Madison County'd" the whole thing. Bilbrey walks viewers through the meeting and shares his insights on what did and did not happen.

Finally wrapping up in Muncie, Indiana. Bilbrey discusses the brief, silent Muncie Board of Works meeting held on Wednesday, March 25, 2026, at 9 a.m. The meeting lasted just under 9 minutes and was an outright JOKE! It's just about pointless to even ask what's going on in Muncie anymore... but someone has to, so Bilbrey does! He'll cover all of that here, as well.
